Puducherry follows the Economically Weaker Section (EWS) reservation framework for eligible applicants belonging to the unreserved category. Residents who satisfy the prescribed income and asset criteria can obtain an Income and Asset Certificate to claim reservation benefits in higher education, government recruitment, scholarship programmes, and admission processes where EWS status must be verified.

Unlike most states, Puducherry consists of four geographically separate regions, Puducherry, Karaikal, Mahe, and Yanam, each operating through its own revenue administration. Applicants must submit their EWS certificate application in the region where they ordinarily reside, either through the eDistrict Puducherry portal or the concerned revenue office. The certificate serves as official proof of EWS eligibility for both central and Union Territory-level opportunities.

With this certificate, eligible general category residents of Puducherry can claim 10% reservation in central and Puducherry UT government jobs, IITs, NITs, central universities, NEET All India Quota seats, and Puducherry state admissions through the Directorate of Higher Education.

Applications are submitted through the eDistrict Puducherry portal at edistrict.py.gov.in, offline at the Taluk Office or Sub-Taluk Office of your region, or through authorised Common Service Centres (CSCs). The eDistrict portal toll-free helpline is 1800 425 2260.

Puducherry's Four Regions

Puducherry is a Union Territory with four geographically separate regions, each with its own revenue administration and Taluk or Sub-Taluk Office. You must apply in the region where you reside:

  • Puducherry region: The main region on the Tamil Nadu coast. Has multiple Taluk and Sub-Taluk offices including Puducherry, Oulgaret, Villianur, Bahour, and Nettapakkam. The portal and forms are available in English and Tamil
  • Karaikal region: A Tamil-speaking enclave on the Tamil Nadu coast. Taluk offices at Karaikal and Thirunallar. The Deputy Tahsildar of Karaikal handles EWS certificate applications for this region
  • Mahe region: A Malayalam-speaking enclave in Kerala. The Deputy Collector (Revenue) of Mahe handles revenue certificates. The Sub-Taluk Office Mahe processes EWS applications. Portal language option: Malayalam
  • Yanam region: A Telugu-speaking enclave in Andhra Pradesh. The Deputy Tahsildar (Revenue), Sub-Taluk Office, Yanam processes EWS certificates. Portal language option: Telugu. Yanam officially publishes public notices before issuing EWS certificates, as confirmed from the official yanam.gov.in website

All four regions use the same eDistrict portal at edistrict.py.gov.in. Select your region and appropriate language when applying online.

Eligibility Criteria

To be eligible for an EWS certificate in Puducherry, all of the following conditions must be satisfied:

  • You must be a permanent resident of Puducherry (any of its four regions) and belong to the general (unreserved) category. You must not belong to SC, ST, or OBC categories as notified by the Government of Puducherry
  • Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, agriculture, business, profession, rent, and any other source
  • Your family must not own 5 acres of agricultural land or more
  • Your family must not own a residential flat of 1,000 sq ft or more
  • Your family must not own a residential plot of 100 sq yards or more in a notified municipality
  • Your family must not own a residential plot of 200 sq yards or more outside notified municipalities

All four asset conditions must be satisfied alongside the income condition. Income is always calculated on a gross basis. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years.

Unique Process: Public Notice Before Issuance in Yanam

Puducherry's Yanam region follows a unique procedure before issuing the EWS certificate. The Sub-Taluk Office, Yanam, publishes a public notice inviting any objections from the public within 5 days before finalising the EWS certificate. This is confirmed from the official yanam.gov.in website. Applications are received by the Deputy Tahsildar, a notice is published, and only after the 5-day objection period (if no valid objections are received) does the issuing authority finalise and issue the certificate. This may add approximately 7 additional days to the processing time for Yanam region applicants compared to other regions.

Keep the following documents ready. For online applications, all files must be in PDF or JPEG format. For offline applications, carry self-attested photocopies and originals:

  • Aadhaar Card of the applicant

Frequently Asked Questions

The EWS certificate in Puducherry is applied for through the eDistrict portal at edistrict.py.gov.in. This portal covers all four regions of Puducherry: Puducherry, Karaikal, Mahe, and Yanam. The portal supports four languages: English, Tamil, Telugu, and Malayalam, corresponding to the language of each region. The toll-free helpline is 1800 425 2260.

The Tahsildar cum Executive Magistrate of the Taluk Office or the Deputy Tahsildar of the Sub-Taluk Office in the respective region issues the EWS certificate. This is confirmed from the official Revenue Department circular No. 2587/DRDM/C2/EWS/2019. For Mahe region, the Deputy Collector (Revenue) of Mahe is the authority. The certificate is issued after a thorough field enquiry as directed in the circular.

The Puducherry eDistrict portal charges a computer fee of Rs. 100 per transaction in addition to the base service fee. This is confirmed from the official puducherry-dt.gov.in services page. The computer fee applies to all eDistrict portal transactions including the EWS certificate. The total payable amount is displayed at the payment step on the portal.

When you submit an offline EWS certificate application at the Taluk or Sub-Taluk Office, the counter staff enters your application into the eDistrict system and gives you a Quasi Application Reference Number. This number is different from the online Application Reference Number and is used for tracking offline applications at edistrict.py.gov.in/User/QuasiAppTracking.aspx. Keep it safely as it is your only way to track offline applications and download the certificate after approval.

The Yanam Sub-Taluk Office follows a process where after receiving EWS applications, a public notice is published inviting objections from the public within 5 days. This is confirmed from two separate official notices published on the yanam.gov.in website. This additional verification step ensures accuracy of claims in the small Yanam enclave where the community is closely connected. If no valid objections are received during the 5-day period, the certificate is finalised and issued.

For Mahe region residents, apply through the eDistrict portal at edistrict.py.gov.in and select Malayalam as the language. For offline applications, visit the Regional Administration Office, Govt. House, Mahe P.O, Mahe 673310. The Deputy Collector (Revenue) of Mahe is the revenue authority for Mahe region. The process is similar to other regions, with documents verified and the certificate issued by the Mahe revenue office.

The certificate is typically issued within 15 to 21 working days. For Yanam region applicants, add 5 to 7 days for the public notice period. The Tahsildar or Deputy Tahsildar conducts a field enquiry before issuing the certificate. Complete applications with all documents are processed faster. Contact the toll-free helpline at 1800 425 2260 if the certificate is not issued within the expected timeframe.

Yes. The EWS certificate issued by any of the four Puducherry region Taluk or Sub-Taluk offices is valid as a Puducherry UT document for central and state purposes. For NEET and central government jobs, the certificate issued in the DoPT-prescribed format by the Tahsildar or Deputy Tahsildar of any Puducherry region is accepted.

The CSC in each region serves residents of that region. Your application should be submitted to the CSC in the region where you permanently reside, as the application is routed to the Taluk or Sub-Taluk Office of your region. Applying through a CSC in a different region may cause routing issues or delays.

A Nativity or Residence Certificate confirming permanent residency in Puducherry is a standard supporting document for most revenue certificates in Puducherry. While it may not be listed as a standalone mandatory document for every EWS application, having it strengthens your application and reduces the chance of the field enquiry officer needing additional verification. If you do not have one, apply for it first through the same eDistrict portal.
