The EWS Certificate in Meghalaya is officially called the Income and Asset Certificate for Economically Weaker Sections. It is issued by the Deputy Commissioner (DC) or the Sub-Divisional Officer (SDO, Civil) of the applicant's district or sub-division under the Political Department, Government of Meghalaya.

An important fact for Meghalaya residents: the official megedistrict.gov.in portal explicitly states that it is not used for issuance of EWS certificates. The EWS certificate application in Meghalaya is submitted either through the megedistrict.gov.in portal's Income Certificate route (which is the closest available online service and is managed by the DC office) or directly at the DC or SDO office. Citizens can also apply through Rainbow Centres (CSC equivalents in Meghalaya) or Public Facilitation Centres at the DC/SDO office.

With this certificate, eligible general category residents of Meghalaya can claim 10% reservation in central and state government jobs, MPSC (Meghalaya Public Service Commission) exams, MSSC (Meghalaya Staff Selection Commission) recruitments, IITs, NITs, central universities, NEET All India Quota seats, and various state government scholarship schemes.

Eligibility Criteria

To be eligible for an EWS certificate in Meghalaya, all of the following conditions must be satisfied:

  • You must be a permanent resident of Meghalaya and belong to the general (unreserved) category.
  • You must not belong to SC, ST, or OBC categories
  • Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, agriculture, business, profession, rent, and any other source
  • Your family must not own 5 acres of agricultural land or more
  • Your family must not own a residential flat of 1,000 sq ft or more
  • Your family must not own a residential plot of 100 sq yards or more in a notified municipality
  • Your family must not own a residential plot of 200 sq yards or more outside notified municipalities

All four asset conditions must be satisfied alongside the income condition. Income is always calculated on a gross basis. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years.

Issuing Authority in Meghalaya

The competent authorities for issuing the EWS Income and Asset Certificate in Meghalaya are:

  • Deputy Commissioner (DC): Issues certificates for residents in the district. Each of Meghalaya's 12 districts has a DC office. The DC is the primary issuing authority for general category applicants not working in the government
  • Sub-Divisional Officer (SDO, Civil): Issues certificates at the sub-division level. For sub-division level applications, the SDO of your sub-division is the competent authority

For government employees, salary slips or payslips issued by the employer serve as income proof, and the DC or SDO issues the EWS certificate based on the salary document. For all other residents including farmers and self-employed individuals, the DC or SDO issues the certificate after verifying income and asset details.

Meghalaya's 12 Districts and DC Offices

Meghalaya has 12 districts, each with its own DC office. The district websites are at the nic.in domain. Your EWS certificate must be obtained from the DC or SDO of the district where you and your family normally reside. The 12 districts are: East Khasi Hills (Shillong), West Khasi Hills, South West Khasi Hills, Ri Bhoi, East Jaintia Hills, West Jaintia Hills, Eastern West Khasi Hills, East Garo Hills, West Garo Hills, South Garo Hills, North Garo Hills, and Meghalaya's newest districts. Contact your district's official website for DC office address and contact details.

For the complete EWS certificate in the DoPT-prescribed format, you must additionally approach the DC office after obtaining the income certificate.
