What Is an EWS Certificate

An EWS certificate, officially called the Income and Asset Certificate for Economically Weaker Sections, is a government-issued document that proves a person belongs to the Economically Weaker Section of society. It is issued only to citizens from the general (unreserved) category who are not covered under SC, ST, or OBC reservations and who meet specific income and asset limits set by the Government of India.

This certificate entitles the holder to a 10% reservation in central government jobs and central educational institutions. The reservation was introduced through the 103rd Constitutional Amendment Act, 2019, which added Articles 15(6) and 16(6) to the Constitution of India. The Supreme Court upheld the constitutional validity of this amendment in November 2022 in the case of Janhit Abhiyan vs Union of India.

The certificate is also commonly referred to as the EWS income and asset certificate, EWS reservation certificate, or simply the EWS certificate.

Who Can Apply for an EWS Certificate

To be eligible for an EWS certificate, you must satisfy all of the following conditions:

  • You must belong to the general category and must not belong to SC, ST, or OBC categories
  • Your family's gross annual income from all sources (salary, agriculture, business, profession, and any other source) must be below Rs. 8 lakh for the financial year preceding the year of application
  • Your family must not own 5 acres of agricultural land or more
  • Your family must not own a residential flat of 1,000 sq ft or more
  • Your family must not own a residential plot of 100 sq yards or more in a notified municipality
  • Your family must not own a residential plot of 200 sq yards or more in areas outside notified municipalities

Even if your family's income is below Rs. 8 lakh, you will not be eligible if your family crosses any of the asset limits listed above. All conditions must be satisfied together.

Who Is Included in "Family" for EWS

For the purpose of calculating income and assets under EWS rules, "family" includes:

  • The applicant
  • Parents of the applicant
  • Spouse of the applicant
  • Children of the applicant below 18 years of age
  • Unmarried siblings of the applicant below 18 years of age

Income and assets of all family members are counted together. If any one member of the family owns property exceeding the prescribed limits, the applicant does not qualify.

Important Note on Income Calculation

Income is always calculated on a gross basis, not on net taxable income. If your gross salary is Rs. 10 lakh but your taxable income after deductions is Rs. 6 lakh, you will not be eligible because the gross figure of Rs. 10 lakh exceeds the Rs. 8 lakh limit. This has been clarified by the Department of Personnel and Training (DoPT) in its official FAQ document.

Who Cannot Apply for an EWS Certificate?

  • Persons belonging to SC, ST, or OBC categories.
  • Families with gross annual income of Rs. 8 lakh or more.
  • Families owning 5 acres or more of agricultural land.
  • Families owning a residential flat of 1,000 sq ft or more.
  • Families owning a residential plot of 100 sq yards or more in a notified municipality.
  • Families owning a residential plot of 200 sq yards or more outside notified municipalities.

Even if income is below the prescribed limit, crossing any asset threshold makes the applicant ineligible for EWS benefits.

EWS Certificate vs Income Certificate

Many applicants confuse these two documents. An income certificate simply states a person's or family's annual income. An EWS certificate, however, covers both income and assets and is a specific document that qualifies a person for reservation benefits under the 103rd Amendment. An income certificate is often a required supporting document when applying for an EWS certificate, but it is not the same as an EWS certificate.

For central government jobs and admissions, the EWS certificate must be issued in the format prescribed in Annexure-I of DoPT Office Memorandum No. 36039/1/2019-Estt.(Res.) dated 31.01.2019. Certificates in any other format will not be accepted for central government purposes.

Where Is the EWS Certificate Used

Once issued, the EWS certificate can be used for the following purposes:

  • Central government jobs: 10% reservation in direct recruitment to civil posts and services under the Government of India, including UPSC, SSC, banking sector, and other central recruitment
  • Central educational institutions: 10% reservation in IITs, IIMs, NITs, central universities, and all institutions under UGC
  • NEET and JEE: 10% EWS quota seats in All India Quota for MBBS, BDS, and PG medical admissions; EWS quota in JEE-based admissions
  • State government jobs and colleges: Many state governments have also extended EWS reservation to state-level jobs and educational institutions (varies by state)
  • Government housing schemes: EWS families get priority access under schemes like PMAY-U 2.0 (Pradhan Mantri Awas Yojana Urban) where EWS segment households can avail central assistance
  • Scholarships and welfare schemes: Various central and state government scholarship and welfare schemes specifically include EWS applicants

Who Issues the EWS Certificate

The EWS certificate can be issued by any of the following authorities as specified by DoPT:

  • District Magistrate (DM) or Additional District Magistrate
  • Collector or Deputy Commissioner or Additional Deputy Commissioner
  • 1st Class Stipendiary Magistrate or Sub-Divisional Magistrate (SDM)
  • Taluka Magistrate or Executive Magistrate or Extra Assistant Commissioner
  • Chief Presidency Magistrate or Additional Chief Presidency Magistrate or Presidency Magistrate
  • Revenue Officer not below the rank of Tehsildar
  • Sub-Divisional Officer of the area where the applicant and family normally reside

An Anchal Adhikari or Naib Tehsildar can issue the certificate only if their rank is equivalent to or higher than Tehsildar and if they have been notified by the respective state or UT as a competent authority. If they are below the rank of Tehsildar, they cannot issue this certificate.

In practice, most applicants get the certificate issued by the Tehsildar or SDM of their area, as these are the most accessible revenue authorities at the local level.

How to Apply for an EWS Certificate Online

Most states offer online application for EWS certificates through their official e-District portals or citizen service portals. The general process is as follows:

  1. Visit your state's official e-District or citizen services portal (listed state-wise in the articles below)
  2. Register on the portal using your mobile number or Aadhaar details and create a login
  3. Log in and search for "Income and Asset Certificate for EWS" or "EWS Certificate" in the services list
  4. Fill in the application form with accurate details about your family income, assets, and property
  5. Upload scanned copies of all required documents
  6. Pay the application fee online, if applicable (most states provide this service free of charge)
  7. Submit the application and note down the application or acknowledgement number
  8. Track the application status using the acknowledgement number on the same portal
  9. Once approved, download and print the certificate from the portal

Some states also allow application through the ServicePlus portal (serviceonline.gov.in), which is a common platform for multiple states. Common Service Centres (CSCs) also accept applications in most states for those who cannot apply on their own.

How to Apply for an EWS Certificate Offline

If you prefer to apply offline or if your state does not have an online facility:

  1. Visit the nearest Tehsil office, SDM office, or revenue office in your district
  2. Collect the prescribed EWS Income and Asset Certificate application form from the office or download it from your state's official portal
  3. Fill in all required details correctly, including family income from all sources and details of all property owned by family members
  4. Attach all supporting documents as listed below
  5. Submit the application at the counter and collect an acknowledgement receipt
  6. The Tehsildar or SDM will verify the documents and may conduct a field inquiry
  7. Collect the certificate from the office once it is ready, or receive it by post depending on the state's process

Documents Required for EWS Certificate

The documents required may vary slightly by state. The standard documents needed are:

  • Application form in the prescribed format (Annexure-I of DoPT OM dated 31.01.2019 for central purposes)
  • Aadhaar Card of the applicant and family members
  • Income proof such as salary slips, Form 16, Income Tax Return, or an income certificate issued by a competent revenue authority
  • Residence proof such as a domicile certificate, Aadhaar Card showing address, ration card, or utility bill
  • Land records such as Khasra/Khatauni/Jamabandi showing agricultural land owned by the family (if any)
  • Property documents such as sale deed, municipal property records, or house tax receipt to establish the area of residential property owned (if any)
  • Self-declaration or affidavit declaring that family income and assets are within the prescribed limits (required by most states)
  • Passport-size photographs of the applicant
  • Caste/community declaration confirming you do not belong to SC, ST, or OBC categories (some states require a self-declaration for this)

If the state portal asks for additional documents, follow the portal checklist. Always submit documents with consistent name spellings across all forms to avoid delays.

EWS Certificate Validity

The EWS certificate is valid for one financial year only. A certificate issued between April 1 and March 31 is valid only for that financial year. You need to renew it every year by applying afresh with updated income and asset details.

For exams and recruitments, the certificate must be valid at the time of document verification or counselling. If your certificate has expired, you must obtain a fresh one. The crucial date is typically the closing date for receipt of applications for the post or exam, unless otherwise specified in the notification.

Some institutions require the certificate to be issued after April 1 of the current financial year. Always check the specific requirement in the exam or admission notification before applying.

Common Mistakes to Avoid

  • Using gross income vs taxable income: Always use gross income. Your ITR-based net income after deductions does not apply for EWS eligibility
  • Not counting all family members: Income and assets of parents, spouse, minor children, and unmarried minor siblings all count. Missing any member's income or property can lead to rejection or cancellation later
  • Wrong certificate format: For central government jobs or central admissions, the certificate must be in the DoPT-prescribed format. A state-format certificate may not be accepted
  • Applying before April 1: Many institutions require a certificate issued after April 1 of the current financial year. A certificate issued in March for a March exam may not be valid for an admission process starting in June of the same financial year
  • Name mismatch across documents: A name spelled differently on the application, Aadhaar, and income proof causes delays. Use exactly the same spelling everywhere
  • Not renewing annually: The certificate lapses at the end of the financial year. Students applying every year for a continuing course or scholarship must renew it each year

Frequently Asked Questions

No. An income certificate only certifies your annual family income. An EWS certificate covers both income and asset details and is used specifically to claim the 10% reservation under the 103rd Constitutional Amendment. An income certificate is a supporting document when applying for an EWS certificate, not a substitute for it.

No. The EWS certificate is available only to persons from the general (unreserved) category who are not covered under SC, ST, or OBC reservations. OBC persons are already covered under the OBC reservation and cannot apply for EWS benefits.

Most states do not charge any fee for issuing the EWS certificate. Some states may charge a small nominal fee ranging from Rs. 10 to Rs. 50. Check the official fee details on your state's portal before applying.

Processing time varies by state. Online applications through e-District portals are typically processed in 7 to 15 working days. In some states with RTPS-type timelines, it may be 10 working days. If a field verification is required, it may take longer. Offline applications can take 15 to 21 working days depending on the workload at the Tehsil office.

Yes, a certificate issued by a competent authority in the state in the DoPT-prescribed format is accepted for central government recruitment and admissions. However, some state portals issue certificates in state formats that may differ slightly. Always check the recruitment or admission notification to confirm the exact format required.

No. If your family owns 5 acres or more of agricultural land, you are not eligible for EWS, regardless of your income level. All asset conditions must be satisfied in addition to the income condition.

If an appointment is made provisionally on the basis of an EWS certificate and that certificate is later found to be false or fraudulent on verification, the services of the appointed person will be terminated. This is a standard clause in all central government appointment letters for EWS candidates.

No. There is no additional age relaxation for EWS candidates beyond what is available to the general category. EWS reservation applies only to the number of seats or vacancies reserved, not to age limits.

Yes. In most states, authorised Common Service Centres or Jan Seva Kendras can submit the EWS certificate application on your behalf. You need to carry all required documents and pay the CSC service charge, which is separate from the government fee.

Once your application is approved, you can log in to your state's e-District or citizen portal using your credentials, navigate to the application tracking section, and download the digitally signed certificate in PDF format. In most states, the downloaded certificate carries a verification QR code or barcode that can be used to verify its authenticity.

The 10% EWS reservation applies to central educational institutions and government colleges. The Supreme Court's 2022 judgment in Janhit Abhiyan vs Union of India upheld EWS reservation in central institutions. Private unaided institutions are not mandatorily required to follow EWS reservation, though the 103rd Amendment does permit states to make provisions for it. Check with the specific institution for its reservation policy.

Income proof is a mandatory requirement for the EWS application. If you do not have a formal income certificate from the Tehsildar, you can submit salary slips, Form 16, or Income Tax Returns as income proof. Self-employed and agricultural income can be declared through an affidavit. The issuing authority will assess the documents and may conduct a field inquiry before issuing the certificate.
