The Andhra Pradesh Government issues a Residence Certificate to certify permanent residence of a citizen in a village, town, or ward. It is issued by the Tahsildar or MRO (Mandal Revenue Officer) after field verification by the VRO (Village Revenue Officer). Two types are available: General Residence Certificate (for educational admissions, government jobs, and schemes) and Passport Residence Certificate (specifically for passport applications). The certificate is classified as a Category B service that can be converted to Category A once submitted at MeeSeva. Apply online at ap.meeseva.gov.in, at a MeeSeva Centre, or through the Grama Sachivalayam / Ward Sachivalayam - AP's unique doorstep delivery system where Digital Assistants at each village/ward secretariat help residents apply for 540+ government services. Validity is 1 to 3 years depending on the purpose. Processing time is 7 to 15 working days. Fee: Rs. 10 to Rs. 50 at MeeSeva Centres. An SMS is sent to the registered mobile number when the certificate is approved.

Two Types of Residence Certificate in AP

TypeFor WhomPhoto Mandatory

Passport Residence CertificateSpecifically for passport application - used to prove AP residency when applying for Indian Passport at Regional Passport Offices in APYes - mandatory

When submitting the application form at MeeSeva, clearly mention the mode of delivery and which type (General or Passport) you need. Separate application forms are available for each type.

What is Category B Service Converted to Category A

The AP Government classifies services by delivery mode. The Residence Certificate starts as a Category B service - meaning it requires physical verification and approval by the Tahsildar. Once the MeeSeva Centre submits your application, it enters the online processing system and can be converted to Category A - making the certificate available for direct download from the MeeSeva portal without further office visits.

Frequently Asked Questions

General Residence Certificate (for educational admissions, EAMCET, government jobs, scholarships) and Passport Residence Certificate (specifically for Indian passport applications at Regional Passport Offices in AP). A passport-size photograph is mandatory for the Passport type. Separate application forms exist for each type. Mention clearly at MeeSeva which type you need.

Yes. Login with Aadhaar OTP at ap.meeseva.gov.in, fill the form, upload documents, and pay the fee online. A VRO visits for field verification. After Tahsildar approval, the digitally signed certificate can be downloaded from the portal. The old information that "no online process is available" is no longer accurate.

Grama Sachivalayam (rural) and Ward Sachivalayam (urban) are AP's village and ward-level secretariats. A Gram Volunteer or Ward Volunteer visits your home, collects your documents, and submits your Residence Certificate application at the Sachivalayam. The Digital Assistant at the Sachivalayam processes the application digitally. You receive SMS updates throughout the process without visiting any office.

The Residence Certificate starts as Category B (requires physical verification and Tahsildar approval). Once submitted at MeeSeva, it enters the system and converts to Category A, allowing the certificate to be downloaded directly from ap.meeseva.gov.in after Tahsildar digital approval.

The VRO (Village Revenue Officer) conducts field verification by visiting the applicant's declared address. After VRO's report, the MRO (Mandal Revenue Officer) initially reviews. The Tahsildar of the respective Mandal digitally signs and issues the certificate.

1 to 3 years from the date of issue depending on the purpose. For EAMCET/NEET counselling, apply fresh before each counselling cycle to ensure the certificate validity covers the admission process.

SMS notifications are sent automatically to the registered mobile number at every key stage: after submission, during VRO verification, and when the Tahsildar approves the certificate. Ensure you provide an active mobile number in the application form.

Both are generated after successful application submission at MeeSeva. Both can be used interchangeably to check application status at ap.meeseva.gov.in/home (Check Your Application Status) and to download the certificate (Preview MeeSeva Certificate). Keep both safe after submitting.

Go to ap.meeseva.gov.in/home. On the left column, find "Check Your Application Status." Enter your Application Number or Transaction Number and click Search. You also receive automatic SMS updates at each stage.

7 years of continuous residence in Andhra Pradesh for general purposes. For EAMCET/AP ICET local area quota, the requirement may be 4 to 7 years in the local area (district/mandal). Parent's AP residence certificate of 10 years is required for non-local students who studied outside AP.
