A Resident Certificate in Haryana (also called Domicile Certificate or Bonafide Resident Certificate) is issued by the Revenue and Disaster Management Department to certify permanent residence in the state. Apply at saralharyana.gov.in - the Antyodaya SARAL Portal of Haryana, which covers 600+ services across 40+ departments under the Haryana Right to Service (RTS) Act 2014. The Family ID (Parivar Pehchan Patra - PPP) is mandatory - it is a unique 8-digit number assigned to every Haryana family at ppp-office.haryana.gov.in. The Pre-Verification Report is a critical document: rural applicants need it from the Sarpanch/Nambardar and Patwari, urban applicants need it from the Ward Member and EO/ZTO/Municipal Corporation Secretary. Application fee is Rs. 30. Processing time is 7 to 15 working days. If not delivered on time, appeal under the Right to Service Act 2014. If unresolved within 30 working days, the case auto-escalates to the Haryana Right to Service Commission.

- Residing in Haryana continuously for at least 15 years
- A woman married to a person who is a permanent resident of Haryana for 15 years - husband's 15-year residence report is mandatory in this case
- Central or State Government employees posted in Haryana may have relaxed criteria
Important rule: If the applicant has lived in different places within Haryana during the 15 years (not one fixed village/ward), the reports from the Sarpanch/Nambardar, Patwari, and Tehsildar of all concerned areas are mandatory.
What is Parivar Pehchan Patra (PPP) / Family ID
The Parivar Pehchan Patra (PPP) is Haryana's unique Family ID scheme. Every household in Haryana receives an 8-digit Family ID that stores family members' Aadhaar numbers, address, income, and occupation in one digital record. Government departments read this record directly so you do not need to submit the same documents repeatedly. PPP is mandatory for all services on the SARAL portal including Resident Certificate. Register or check PPP status at ppp-office.haryana.gov.in or meraparivar.haryana.gov.in.
