A Domicile Certificate issued by the Government of Uttarakhand certifies that a person is a permanent resident of the state. The Revenue Department issues it through the Apuni Sarkar eServices Portal at eservices.uk.gov.in. The certificate is needed for government jobs under state quota, admissions to Uttarakhand state educational institutions including HNBGU, Kumaun University, and Doon University, scholarships and welfare schemes, purchase of agricultural land in Uttarakhand, and proof of nativity and residence for central government purposes. The online application goes through SDM Office → Patwari field verification → Tahsildar approval → SDM final issuance. Certificate number format: UK[year]ES[series][number] (example: UK22ES0600079462). Processing time: 7 to 15 working days. Fee: Rs. 40. Validity: Permanent.

- A person born in Uttarakhand
- A person who has been a continuous resident of Uttarakhand for at least 15 years

Understanding this 4-step workflow helps you track your application and know who to contact if delayed:
- Step 1 - SDM Office: Application is submitted to and received by the SDM (Sub-Divisional Magistrate) Office, which assigns it for field verification.
- Step 2 - Patwari Verification: The Patwari of the applicant's area conducts ground-level verification of the declared residence and documents. Meeting the Patwari once during this stage helps resolve any objections quickly.
- Step 3 - Tahsildar Approval: After the Patwari submits the verification report, the Tahsildar reviews and approves.
- Step 4 - SDM Final Issuance: The SDM Office generates the digitally signed Domicile Certificate after final approval. Download it from eservices.uk.gov.in.
