The Andhra Pradesh Government issues a Residence Certificate to certify permanent residence of a citizen in a village, town, or ward. It is issued by the Tahsildar or MRO (Mandal Revenue Officer) after field verification by the VRO (Village Revenue Officer). Two types are available: General Residence Certificate (for educational admissions, government jobs, and schemes) and Passport Residence Certificate (specifically for passport applications). The certificate is classified as a Category B service that can be converted to Category A once submitted at MeeSeva. Apply online at ap.meeseva.gov.in, at a MeeSeva Centre, or through the Grama Sachivalayam / Ward Sachivalayam - AP's unique doorstep delivery system where Digital Assistants at each village/ward secretariat help residents apply for 540+ government services. Validity is 1 to 3 years depending on the purpose. Processing time is 7 to 15 working days. Fee: Rs. 10 to Rs. 50 at MeeSeva Centres. An SMS is sent to the registered mobile number when the certificate is approved.

Two Types of Residence Certificate in AP
| Type | For Whom | Photo Mandatory |
|---|---|---|
| General Residence Certificate | Educational admissions (EAMCET, degree, PG), government jobs under AP local quota, scholarships, and state welfare scheme benefits | No (optional) |
| Passport Residence Certificate | Specifically for passport application - used to prove AP residency when applying for Indian Passport at Regional Passport Offices in AP | Yes - mandatory |
When submitting the application form at MeeSeva, clearly mention the mode of delivery and which type (General or Passport) you need. Separate application forms are available for each type.
What is Category B Service Converted to Category A
The AP Government classifies services by delivery mode. The Residence Certificate starts as a Category B service - meaning it requires physical verification and approval by the Tahsildar. Once the MeeSeva Centre submits your application, it enters the online processing system and can be converted to Category A - making the certificate available for direct download from the MeeSeva portal without further office visits.
