If you belong to one of the 16 Scheduled Caste communities notified for Mizoram, you can apply for an SC Community Certificate through the prescribed authority in your district. This certificate serves as official proof of your Scheduled Caste status and may be required when applying for reservation benefits, educational admissions, scholarships and eligible government welfare schemes.

The Government of Mizoram has notified specific rules for issuing and verifying SC and ST Community Certificates. These rules explain the application process, supporting documents, verification procedure and appeal provisions. This guide covers all 16 SC communities listed for Mizoram, the documents you need and the available application routes.

What Is a Mizoram SC Caste Certificate?

A Mizoram Scheduled Caste (SC) Certificate, officially referred to as a Scheduled Caste Community Certificate, is a government-issued document that confirms your membership in a community notified as an SC for Mizoram under the Constitution (Scheduled Castes) Order, 1950.

The certificate identifies the community to which you belong and records the authority that issued it. The prescribed certificate format under the Mizoram Scheduled Tribes and Scheduled Castes (Regulation of Issuance and Verification of) Community Certificates Rules, 2023 carries the heading of the Office of the Deputy Commissioner and identifies the applicant's district.

Mizoram follows a common legal framework for issuing Scheduled Tribe and Scheduled Caste Community Certificates. However, SC and ST are two separate constitutional categories with different community lists. The certificate issued to you must correctly mention your status as Scheduled Caste or Scheduled Tribe.

The Government of Mizoram notified the Mizoram Scheduled Tribes and Scheduled Castes (Regulation of Issuance and Verification of) Community Certificates Rules, 2023 through the Mizoram Gazette dated 13 February 2023. These rules apply throughout the state.

SC Communities Notified for Mizoram

The Constitution (Scheduled Castes) Order, 1950 lists 16 communities under Part XX for Mizoram. You can apply for an SC certificate on the basis of this list if you meet the applicable eligibility conditions.

  1. Bansphor
  2. Bhuinmali or Mali
  3. Brittial-Bania or Bania
  4. Dhupi or Dhobi
  5. Dugla or Dholi
  6. Hira
  7. Jalkeot
  8. Jhalo, Malo or Jhalo-Malo
  9. Kaibartta or Jaliya
  10. Lalbegi
  11. Mahara
  12. Mehtar or Bhangi
  13. Muchi or Rishi
  14. Namasudra
  15. Patni
  16. Sutradhar

This is the official list of Scheduled Castes specified for Mizoram. The list was inserted into the Constitution (Scheduled Castes) Order, 1950 through the Scheduled Castes and Scheduled Tribes Orders (Amendment) Act, 1986, with effect from 20 February 1987.

You should check the exact community name and its spelling in the official order before applying. A similar-sounding community name or a community recognised as SC in another state does not automatically qualify for SC status in Mizoram.

Official source: Constitution (Scheduled Castes) Order, 1950 – Part XX, Mizoram.

Important: Religion Restriction for SC Certificate

The Constitution (Scheduled Castes) Order, 1950 contains a religion-related condition for recognising a person as a member of a Scheduled Caste. Under paragraph 3 of the Order, a person who professes a religion different from Hinduism, Sikhism or Buddhism cannot be deemed to be a member of a Scheduled Caste under that Order.

Therefore, belonging to one of the 16 communities listed for Mizoram is not the only condition. You must also meet the religion requirement specified in the Constitution (Scheduled Castes) Order, 1950.

For example, a person belonging to a community included in the Mizoram SC list but professing Christianity or Islam does not meet the religion condition for SC status under the current wording of paragraph 3.

This is a constitutional provision and is not a special rule created only for Mizoram. You can read the relevant provision in the official Constitution (Scheduled Castes) Order, 1950.

Eligibility for Mizoram SC Certificate

You may apply for a Mizoram SC Community Certificate if your claim meets the conditions under the applicable constitutional order and state rules. The main points to check are:

  • Community: Your caste must be one of the 16 communities listed under Part XX of the Constitution (Scheduled Castes) Order, 1950 for Mizoram.
  • Religion: You must meet the religion condition under paragraph 3 of the Constitution (Scheduled Castes) Order, 1950.
  • Residence: You must provide the Residential Certificate required under the Mizoram Community Certificate Rules, 2023.
  • Community evidence: You should provide supporting documents that establish your community claim. The rules specifically mention community certificates issued to parents, siblings or paternal relatives, if available.
  • Identity and declaration: You must submit the prescribed application, identity proof and self-declaration with the required Local Council or Village Council countersignature.

Important for applicants who migrated to Mizoram: The 2023 rules contain a separate provision for people who migrated from another state or Union Territory. The competent authority may issue a certificate on the basis of a genuine SC or ST certificate issued to the applicant's father or paternal grandfather by the competent authority of the state of origin, subject to the prescribed verification.

However, a person who migrated to Mizoram from their state of origin for education, employment or similar purposes is generally entitled to claim the relevant SC/ST benefits from the state of origin, not from Mizoram. The exact treatment depends on the circumstances and the applicable rules.

Read Rule 5 of the Mizoram Community Certificate Rules, 2023 if you have migrated from another state.

Documents Required for Mizoram SC Certificate

Rule 3 of the Mizoram Scheduled Tribes and Scheduled Castes Community Certificates Rules, 2023 specifies the documents that an applicant should submit with Form-A. Prepare the following documents before applying:

  • Residential Certificate: A Residential Certificate issued by the competent authority.
  • Passport-size photographs: Two recent colour passport-size photographs.
  • Community-related supporting document: A copy of the community certificate, if available, issued to your parents, siblings or paternal relatives. Other supporting evidence may also be relevant to your claim.
  • Self-declaration: A declaration mentioning your tribe, sub-tribe, caste, sub-caste and religion. The declaration must be countersigned by the Chairman or Secretary of the concerned Local Council and the President or Secretary of the concerned Village Council, as applicable.
  • Identity proof: Any one of the identity documents specified in the rules, such as:
    • Voter Identity Card
    • Aadhaar Card
    • Driving Licence
    • PAN Card
    • First page of a bank passbook containing identity details
    • Birth Certificate issued by a competent authority

These are the documents mentioned in Rule 3 of the 2023 rules. The competent authority may examine your claim and ask for additional evidence or conduct an enquiry if it needs to verify your community status.

For minor applicants: The application must be signed by the applicant's parent or legal guardian. The rules also require the supporting documents prescribed for the application. Do not assume that a parent's Voter ID automatically replaces all the documents listed in Rule 3; confirm any additional requirement with the competent authority.

Note about YMA endorsement: The Mizoram Gazette's 2023 rules specify the self-declaration and Local Council/Village Council countersignature. They do not list a separate Young Mizo Association (YMA) endorsement as a standard document under Rule 3. If your district office asks for an additional endorsement or supporting document, confirm the requirement with that office before submitting your application.

How to Apply for Mizoram SC Certificate

The Mizoram Community Certificate Rules, 2023 allow an applicant to submit an application in the prescribed Form-A to the competent authority. They also permit online applications through a web portal notified by the Government, subject to the prescribed user charges.

You can check the following application routes before proceeding:

Method 1: Apply at the Deputy Commissioner Office

The prescribed Form-D(SC) in the Mizoram Gazette carries the heading of the Office of the Deputy Commissioner and the name of the district. You should contact the concerned district office to confirm the application counter, prescribed Form-A and current submission procedure.

  1. Visit the Office of the Deputy Commissioner in your district.
  2. Ask the concerned office or facilitation counter for the prescribed SC Community Certificate application form, Form-A.
  3. Fill in your personal details, address, caste/community name and other required information.
  4. Prepare the Residential Certificate, two recent photographs, identity proof and supporting community documents.
  5. Complete the self-declaration about your caste and religion and obtain the required Local Council or Village Council countersignature.
  6. Submit the application and supporting documents to the competent authority.
  7. Collect the acknowledgement slip showing the date of receipt and the list of documents submitted.
  8. Keep the acknowledgement safe so that you can follow up on the application.

The competent authority examines the documents and verifies whether your claim is genuine. If the authority needs further information, it may order an enquiry under the 2023 rules.

Method 2: Apply Online Through a Government-Notified Portal

Rule 3(3) of the Mizoram Community Certificate Rules, 2023 permits online applications through a web portal notified by the Government. The application is subject to the prescribed user charges.

You can check the following government portals for current online services:

Before starting an online application, confirm that the portal currently provides the SC Community Certificate service. The availability of a government website does not automatically mean that every certificate service is active on it.

If the SC certificate service is available, follow the instructions displayed on the portal. The general process may involve the following steps:

  1. Open the government portal and check the available citizen services.
  2. Register or log in if the portal requires an account.
  3. Look for the Scheduled Caste or Community Certificate service.
  4. Read the application instructions and fill in the required personal and community details.
  5. Upload the documents requested by the portal.
  6. Pay the prescribed user charges, if applicable.
  7. Submit the application and save the acknowledgement or reference number.
  8. Use the portal's tracking facility, if available, to check the application status.

If you cannot find the SC certificate service online, contact your district Deputy Commissioner Office and ask about the currently authorised application method.

Method 3: Apply Through a Common Service Centre

If you need help with an online application, you can enquire at a Common Service Centre (CSC) or an authorised service centre in your area. Ask whether the centre currently provides assistance for Mizoram SC Community Certificate applications through the government-notified portal.

If the service is available, follow these steps:

  1. Visit the CSC or authorised service centre with your required documents.
  2. Ask the operator to check whether the SC Community Certificate service is available.
  3. Provide the information required for the application.
  4. Review the details entered by the operator before submission.
  5. Pay the applicable government user charges and any separately disclosed service charge.
  6. Collect the acknowledgement or application reference number.
  7. Keep the receipt and check for application updates through the available tracking method.

Do not assume that every CSC or VLE provides this service. Confirm availability and charges before asking the operator to submit your application.

Application Fee for Mizoram SC Certificate

The Mizoram Community Certificate Rules, 2023 state that an online application may be submitted by paying the prescribed user charges. However, Rule 3 does not specify a fixed application fee of ₹30 or a compulsory split of ₹20 as a service charge and ₹10 as a form charge.

Therefore, confirm the current fee directly with your district Deputy Commissioner Office or through the payment details displayed on the government-notified portal. If you apply through a CSC, ask the operator to explain the government fee and any additional facilitation charge separately.

Always collect a receipt for the amount you pay. Do not rely on an old fee figure unless the district office or current government portal confirms it.

What Is the Village Council and Local Council Endorsement?

The Mizoram Community Certificate Rules, 2023 require a self-declaration about the applicant's tribe, sub-tribe, caste, sub-caste and religion. The declaration must carry the countersignature of the concerned Local Council and Village Council representatives, as specified in Rule 3.

These local bodies help support the information provided by the applicant. Their countersignature forms part of the prescribed documentation for the community certificate application.

Before submitting your application, identify the local body responsible for your area and ask how to obtain the required countersignature.

  • Rural areas: Contact the concerned Village Council and ask the President or Secretary about the declaration and endorsement process.
  • Urban areas: Contact the concerned Local Council and ask the Chairman or Secretary about the required countersignature.

The rules refer to the countersignature on the self-declaration. This should not be confused with a separate recommendation letter unless your district office specifically asks for one.

Application Verification and Certificate Issuance Timeline

After receiving your application, the competent authority checks the information and supporting documents to determine whether your community claim is genuine.

Rule 4 of the Mizoram Community Certificate Rules, 2023 provides the following procedure:

  • Acknowledgement: The authority gives an acknowledgement slip in Form-B showing the date of receipt and the list of documents submitted.
  • Document verification: The authority examines the application and verifies the documents against the originals.
  • Normal processing: If the application is complete and the authority is satisfied with the evidence, the Community Certificate should be issued within 15 days from receipt of the duly completed application, unless unavoidable circumstances prevent it.
  • Further enquiry: If the authority is not satisfied with the evidence, it may order an enquiry and issue a notice giving the applicant or concerned person 15 days to appear.
  • Decision after enquiry: Where an enquiry is required, the rules provide for completion of the enquiry and a decision under the timelines specified in Rule 4.

If the authority rejects your application, it must record the reasons and provide you with a copy of the rejection order free of cost. The order must also mention your right to appeal and the relevant appellate authority.

These timelines come from the official state rules. The actual time may be affected by incomplete documents, additional verification or unavoidable circumstances.

What to Do If Your SC Certificate Application Is Rejected?

If the competent authority rejects your application, you do not have to rely only on an informal request for reconsideration. The Mizoram Community Certificate Rules, 2023 provide an appeal process.

  1. Collect the written rejection order from the competent authority.
  2. Read the reasons recorded in the order and identify the issue with your application.
  3. Prepare your appeal with the relevant supporting documents and evidence.
  4. Submit the appeal to the respective Appellate Authority within 30 days from the date of the rejection order.
  5. Attend the hearing if the Appellate Authority asks you to appear.
  6. Wait for the decision on your appeal.

Under Rule 7, the Appellate Authority examines the grounds of appeal and may call for additional documents or the original application record. It is required to pass an order within three months, after giving the applicant a proper opportunity to be heard.

Check the rejection order for the name and details of the Appellate Authority applicable to your case.

Where You Can Use the Mizoram SC Certificate

A valid SC Community Certificate can help establish your Scheduled Caste status when applying for benefits or concessions that are available to eligible SC candidates. The certificate may be required for the following purposes, subject to the rules of the relevant institution or scheme:

  • Government recruitment: To claim reservation benefits in Mizoram state government recruitment, where an SC reservation is provided and you meet the applicable conditions.
  • Central government jobs: To establish SC status for central government recruitment, provided your community is recognised in the relevant SC list for Mizoram and you meet the recruitment requirements.
  • Educational admissions: To claim SC reservation in eligible educational institutions and admission processes.
  • Scholarships: To apply for Pre-Matric and Post-Matric Scholarship schemes for SC students, subject to the scheme's eligibility and income conditions.
  • Higher education assistance: To apply for eligible scholarships, fee assistance and other educational support programmes for SC students.
  • Overseas education: To establish community status when applying for schemes such as the National Overseas Scholarship, if you meet its current eligibility conditions.
  • Welfare schemes: To apply for benefits under government welfare programmes that specifically cover eligible Scheduled Caste beneficiaries.

Having an SC certificate does not automatically guarantee admission, a job, a scholarship or a financial benefit. Each recruitment notification, educational institution and welfare scheme has its own eligibility requirements, application deadlines and document rules.

You can check relevant scholarship information through the official National Scholarship Portal and SC welfare information through the Ministry of Social Justice and Empowerment.

Yes. Paragraph 3 of the Constitution (Scheduled Castes) Order, 1950 restricts SC recognition to persons professing Hinduism, Sikhism or Buddhism. A person professing another religion does not meet this condition under the current wording of the Order.

The Mizoram Community Certificate Rules, 2023 mention prescribed user charges for online applications but do not specify a fixed ₹30 fee in Rule 3. Confirm the current application fee with your district Deputy Commissioner Office or through the government portal before paying.

The prescribed Community Certificate process is handled by the competent authority. The Form-D(SC) in the 2023 Mizoram Gazette carries the heading of the Office of the Deputy Commissioner and the name of the district. Contact your district Deputy Commissioner Office for the current application and issuing-authority details.

Rule 3 of the Mizoram Community Certificate Rules, 2023 requires a self-declaration about the applicant's caste and religion, countersigned by the concerned Local Council and Village Council representatives as specified in the rule. Contact the local body responsible for your area to complete this requirement.

The 2023 Community Certificate Rules do not list a separate YMA endorsement as a standard document under Rule 3. If your district office asks for one as an additional supporting document, confirm the requirement with the concerned office before applying.

Rule 3(3) allows online applications through a government-notified web portal, subject to prescribed user charges. You can check the e-District Mizoram portal and DC Online portal to confirm whether the SC Community Certificate service is currently available.

You can enquire at a CSC or authorised service centre about assistance with the online application. Confirm that the centre currently provides this service and ask about the government fee and any additional facilitation charge before submitting your documents.

Under Rule 4 of the Mizoram Community Certificate Rules, 2023, the certificate should normally be issued within 15 days after receipt of a duly completed application, unless unavoidable circumstances prevent it. If further enquiry is required, the authority follows the separate procedure and timelines specified in the rules.

The 2023 rules provide for the issue of an SC Community Certificate and separately describe a validity certificate issued by the State Scrutiny Committee. They do not establish a simple universal lifetime-validity statement in Rule 3 or Rule 4. If an employer, examination authority or institution asks for a validity certificate or a recently issued document, follow its instructions and check with the competent authority.

Under Rule 3, a minor's application may be signed by the parent or legal guardian. The prescribed supporting documents include a Residential Certificate, two recent passport-size photographs, available community-related evidence, the required countersigned self-declaration and one of the accepted identity documents. Contact the district office to confirm how the identity-document requirement applies to your child.

The competent authority must record the reasons for rejection and provide a copy of the order free of cost. Under Rule 7, you may appeal to the respective Appellate Authority within 30 days from the date of the rejection order.

The 2023 rules contain a separate provision for migrants. The competent authority may issue a certificate after examining a genuine SC or ST certificate issued to the applicant's father or paternal grandfather by the competent authority of the state of origin. However, a migrant generally derives reservation benefits from the state of origin rather than the state to which they have moved. The applicable conditions should be checked before applying.
