The Jammu and Kashmir Domicile Certificate is governed by the J&K Grant of Domicile Certificate (Procedure) Rules 2020 notified on May 18, 2020, following the reorganisation of J&K into a Union Territory on October 31, 2019. The Domicile Certificate replaced the old PRC (Permanent Resident Certificate) as the key residence proof for J&K residents. It is issued by the Tehsildar of the Tehsil where the applicant resides. Apply online at jansugam.jk.gov.in - the J&K citizen services portal using MeriPehchaan login. Select the correct Tehsil at the time of application - this is critical as the certificate is issued by the Tehsildar of the specific Tehsil selected. The service is completely free. Processing time is 15 to 30 working days. One important rule: persons who held a PRC (Permanent Resident Certificate) before October 31, 2019 receive the Domicile Certificate on producing their PRC alone - no additional documentation required.

Why This Certificate Matters - Post-2019 Context

After the abrogation of Article 370 on October 31, 2019, and reorganisation of J&K into a Union Territory, the old Permanent Resident Certificate (PRC) was replaced by the Domicile Certificate. The J&K Grant of Domicile Certificate (Procedure) Rules 2020 established who qualifies for domicile status. The Domicile Certificate is now the basic eligibility document for:

  • Any government job appointment in J&K UT
  • Educational admissions under local quota
  • Government scholarships and welfare schemes
  • Legal recognition of J&K residency
  • Property registration and financial transactions in J&K
