Telangana has started issuing a new document called the Family Register Certificate. It is a single sheet that lists every member of your family, their relationship to the head of the family, their age, date of birth, gender, Aadhaar number and your address, all in one authenticated record signed digitally by your Tahsildar.

You apply for it on MeeSeva. It takes two working days and the fee is small. You do not fill in your family details yourself. You enter two numbers, your ration card number and your Aadhaar Card number, and the system pulls everything else from the Civil Supplies database.

The government created it through G.O.Ms.No. 172, Revenue (Ser.II) Department, dated 25 July 2026. The certificate has also become relevant for people who have received a notice under the Election Commission's Special Intensive Revision of electoral rolls, because it is one of the documents that can be produced during that process.

This guide walks you through the whole thing step by step, tells you the one document you cannot get it without, and explains something important that the MeeSeva page itself gets wrong.

The One Thing You Cannot Do Without

Read this before anything else, because it decides whether you can apply at all.

You must have a Food Security Card, which is the ration card.

The entire Family Register is built from the Food Security Card database maintained by the Commissioner of Civil Supplies. The Government Order says the data in the register is populated by electronically fetching particulars from that database. Your Family Register Identification Number is not a new number at all. It is the same as your ration card number.

So the logic is simple:

  • No ration card means no entry in the Family Register.
  • No entry in the register means no certificate.

There is a second consequence that matters just as much. Whatever is written in your ration card is what will appear on your certificate. If a family member is missing from the ration card, that member will not appear on the Family Register Certificate. If a name is spelt wrong or a date of birth is wrong there, the same mistake will be printed on your certificate.

Fix the ration card first, then apply. Applying with wrong data and hoping the Tahsildar corrects it will not work, because the Tahsildar's job is to verify against the ration card database, not to change it.

What the Certificate Actually Contains

The Government Order lists exactly eight particulars that the Family Register holds for each family unit. Your certificate is a copy of that entry.

  1. Family Register Identification Number, which is the same as your ration card number
  2. Name of the head of the family
  3. Name of each member of the family
  4. Relationship of each member to the head of the family
  5. Age and date of birth of each member
  6. Gender of each member
  7. Aadhaar Card number of each member
  8. Present address of the family, including door number, street, village or ward, gram panchayat or municipality, mandal and district

The finished certificate carries a unique certificate number and the digital signature of the Tahsildar, and you download it from MeeSeva.

Who Can Apply

The Government Order is precise about this. Only a member of the family whose particulars are borne in the Register, and who is a major, is eligible to apply for a copy.

Breaking that down:

  • Your name must already be on the ration card. A relative who is not listed cannot apply on your family's behalf.
  • You must be 18 or above. A minor cannot apply, even for their own family's certificate.
  • Any adult member can apply. It does not have to be the head of the family. If your father is the head of the family and he is unwell or away, and you are 18 or older and your name is on the card, you can apply.
  • A family member who turns 18 becomes eligible to apply for a copy from that point.

You need only one certificate per family, since it covers the entire household in one document.

Apply Process of Telangana Family Register Certificate

How to Apply Online on the MeeSeva Portal

Here is the exact path. Follow it in order.

Step 1: Register on MeeSeva

If you have never used MeeSeva before, you need an account first.

  1. Open ts.meeseva.telangana.gov.in.
  2. Click New User, or go directly to the registration page.
  3. Fill in your details and complete the registration.
  4. You can switch the site between English and Telugu using the language option at the top.

Use a mobile number and email you actually check. Your certificate becomes available for download in this account, and you will need to log back in to get it.

Step 2: Log in

Enter your username and password on the MeeSeva homepage and log in. If you have forgotten your password, use the forgot password link rather than creating a second account.

Step 3: Go to Certificates, then Revenue

After logging in, navigate to Certificates, then open the Revenue category. This is where all the Tahsildar issued certificates sit.

Step 4: Find the service at the bottom of the list

The Revenue category shows a list of services in alphabetical order. Scroll all the way down.

Telangana Family Register Certificate is the last item on the list.

The full Revenue list looks like this:

  • Agriculture Income Certificate
  • Apathbandhu Scheme
  • CC of ROM Hyd
  • Community Certificate (Caste)
  • EBC Certificate
  • Extract of NOC under Explosive Petroleum Act
  • Family Membership Certificate
  • Fline Petitions Sub Division
  • Income Certificate
  • Issue of Small and Marginal Farmer Certificate
  • Late Registration of Birth Death
  • Nativity Certificate
  • No Earning Member Certificate
  • No Objection Certificate
  • OBC Certificate
  • Possession Certificate
  • Residence Certificate
  • ⭐ Telangana Family Register Certificate (Click This)

Be careful here. Notice that Family Membership Certificate also appears in the same list. These are two different services and people are already confusing them. The one you want is Telangana Family Register Certificate, at the very bottom. The difference between the two is explained further down this page.

Step 5: Enter two numbers

The application form asks for only two things:

Then click Fetch Details.

The system pulls your family's particulars from the Civil Supplies database and displays them. You do not type in your family members yourself.

Check the fetched details carefully at this point. This is your last chance to notice a problem before you pay. Look at every name, every relationship and every date of birth. Whatever appears on this screen is what will be printed on your certificate.

Step 6: Pay the fee

Pay online using net banking, credit card, debit card or Paytm. The MeeSeva service page shows the fee as Rs 40 including GST. See the note on the fee below, because news reports have quoted a different figure.

Step 7: Download after two working days

Save your application number. After the Tahsildar approves it, log back into MeeSeva and download the certificate. It carries a unique certificate number and the Tahsildar's digital signature.

You can also track it using Know Your Application Status on the MeeSeva homepage without logging in, by entering your application number.

How to Apply at a MeeSeva Centre

If you are not comfortable with the online process, this is the simpler route. Telangana has thousands of MeeSeva centres across the state.

  1. Go to your nearest MeeSeva centre or government centre.
  2. Carry your ration card and Aadhaar Card.
  3. Ask for the Telangana Family Register Certificate. Say the full name, because the operator will otherwise pull up Family Membership Certificate, which is a different service.
  4. The operator enters your FSC number and Aadhaar number and fetches the details.
  5. Ask the operator to show you the fetched details on screen before submitting. Check the names and relationships yourself.
  6. Pay in cash. Centres do not take cards.
  7. Collect your acknowledgement slip with the application number. Do not leave without it.

Timings: Franchisee centres operate 24 hours. Government centres operate from 9:00 AM to 7:00 PM.

The Fee: Rs 40 or Rs 62?

You will see two different numbers, so here is the position honestly.

Source Fee stated
MeeSeva official service page Rs 40 including GST
News reports and public statements Rs 62

The Government Order itself does not name any amount. It only says the certificate is issued on payment of the prescribed user charges, which means the figure is set on the MeeSeva side, not in the order.

The likely explanation is that Rs 40 is the base service charge shown on the portal, while the Rs 62 figure includes additional centre handling charges. But that is a reasonable inference, not a confirmed fact.

What you should do: Check the amount displayed on the payment screen before you pay, and take a screenshot. At a centre, ask what the total is before handing over cash, and insist on a printed receipt showing the amount.

What Happens Behind the Scenes

Knowing this helps you understand where your application is if it gets stuck.

  1. You submit on MeeSeva.
  2. The application is routed automatically to the login of the Tahsildar of the mandal, based on the address recorded in your Food Security Card. Nobody chooses the Tahsildar. The system does it from your ration card address.
  3. The Tahsildar verifies your application against the particulars in the Food Security Card database.
  4. On being satisfied that the particulars are correct, the Tahsildar approves it using a digital signature.
  5. The certificate is generated in the format prescribed as Annexure-I to the Government Order, carrying a unique certificate number and the Tahsildar's digital signature.
  6. It becomes available for download through MeeSeva.

The order requires Tahsildars to dispose of applications within the two working day timeline.

If Your Ration Card Address Is Old, Read This

This is a practical problem that will affect a lot of people, and nobody is talking about it.

Your application goes to the Tahsildar of the mandal based on the address in your ration card, not the address where you live now.

If your family moved and the ration card was never updated, your application lands with the Tahsildar of your old mandal. That Tahsildar has no reason to reject it, since the verification is against the database and not against a physical visit, so it will usually still be processed. But two things follow:

  • The address printed on your certificate will be the old one. If you need the certificate to show your current address, it will not serve that purpose.
  • If anything needs clarification, you will be dealing with an office in a mandal you no longer live in.

If the address matters for your purpose, get the ration card address updated first.

Family Register Certificate or Family Membership Certificate?

Both appear in the same Revenue list on MeeSeva. They are not the same thing, and picking the wrong one wastes your fee and your time.

Point Telangana Family Register Certificate Family Membership Certificate
Introduced New, under G.O.Ms.No. 172 dated 25 July 2026 An older MeeSeva service
Source of data Food Security Card database, fetched automatically Documents you submit for verification
What you enter Only FSC number and Aadhaar number Application details and supporting documents
Identification number Same as your ration card number Not linked to the ration card number
Position in the Revenue list Last item Roughly the seventh item

When you go to a MeeSeva centre, say the full name. Ask for the Telangana Family Register Certificate. If you just say family certificate, the operator will most likely open the older service.

Important: What This Certificate Does Not Do

This section matters more than any other, because the description shown on the MeeSeva service page is misleading on exactly this point.

The MeeSeva page describes the document using phrases like legal purposes, limited validity requiring renewal, and surviving member certificate. The Government Order says something quite different.

Paragraph 5 of G.O.Ms.No. 172 states that the Register and any certificate issued from it is a record of the composition of the family as reflected in the source database, and that it:

  • Shall not, by itself, confer, create, extinguish or determine any right, title or interest in any property
  • Shall not be construed as a determination of legal heirship
  • Does not confer any right for any claim for benefit under government schemes

In plain terms:

  • It is not a property document. It does not prove who owns what.
  • It is not a legal heir certificate. If you need to establish heirship after a death, you need the proper legal heir certificate or succession certificate. This is not a substitute.
  • It does not make you eligible for any scheme. It only records who is in your family. Eligibility for a scheme is decided by that scheme's own rules.
  • The Government Order prescribes no validity period and no renewal. The MeeSeva description mentioning expiry and renewal appears to be text carried over from the older Family Membership Certificate service.

What the certificate genuinely gives you is a single, uniform, digitally signed record of your family composition that you can produce wherever family details need to be verified, instead of assembling several documents each time.

Using the Certificate for the Electoral Roll Revision

Many people are applying for this certificate right now because of the Election Commission's Special Intensive Revision of electoral rolls in Telangana. If that is why you are here, this is what you need to know.

The certificate is accepted. The Family Register Certificate is among the documents that can be produced during the scrutiny of electoral rolls in the claims and objections phase of the revision.

That phase begins on 10 August.

Plan your dates backwards from there. The certificate takes two working days, and working days do not include Sundays or public holidays. So:

  • Apply at least a week before you actually need to produce it. Two working days is the prescribed timeline, not a guarantee in every single case.
  • Check your ration card first. If a family member is missing or a name is wrong, fixing the ration card takes far longer than getting the certificate. Do that check today, not on the day you apply.
  • If your ration card address is outdated, the certificate will carry the old address. Decide now whether that matters for your purpose.

Do not treat it as the only thing you need. The certificate proves who is in your family. It is one supporting document among several that may be relevant. Read the notice you received carefully and provide whatever it specifically asks for. If you are unsure what applies to your case, take the notice to your Booth Level Officer or the Electoral Registration Officer for your constituency rather than relying on one document.

One point worth knowing so you set your expectations correctly: the Government Order that created this certificate does not mention elections or electoral rolls anywhere. It was framed as a citizen services measure to help people prove their family composition when applying for government services. Its use in the electoral roll revision is a separate matter of the document being accepted for that purpose.

Common Problems and What to Do

  • You do not have a ration card. You cannot get this certificate. Your name has to be in the Food Security Card database first. Apply for or get added to a ration card, then come back to this.
  • A family member is missing from the fetched details. That member is missing from your ration card. Get them added to the ration card through the Civil Supplies process. The Tahsildar cannot add them here.
  • A name or date of birth is wrong. Same answer. The error is in the ration card database and has to be corrected there. The certificate only mirrors what is in that database.
  • Fetch Details returns nothing. Check that you have entered the ration card number exactly as printed, with no missing digits, and that the Aadhaar Card belongs to a member listed on that card.
  • The application has crossed two working days. Check the status on MeeSeva first. If it is still pending with the Tahsildar, contact the MeeSeva call centre on 040-48560012 with your application number, or approach the mandal Tahsildar office directly.
  • You picked the wrong service. If you applied for Family Membership Certificate by mistake, that is a separate service with its own process. Apply again for the correct one.
  • The address on the certificate is old. Update the address on your ration card and apply again.

Mistakes to Avoid

  • Skipping the Fetch Details check. Look at every name and relationship on screen before you pay. Once the certificate is generated with a mistake, you are back to fixing the ration card.
  • Saying only family certificate at a MeeSeva centre. Say Telangana Family Register Certificate in full.
  • Assuming it proves heirship. The Government Order expressly says it does not, whatever the MeeSeva description implies.
  • Assuming it entitles you to a scheme. It records your family. It does not decide your eligibility.
  • Leaving a centre without the acknowledgement slip. Without the application number you cannot track anything.
  • Not screenshotting the payment. Given the two different fee figures in circulation, keep proof of what you actually paid.
  • Waiting until the last day if you need it for a deadline. Two working days is the prescribed timeline, not a guarantee for every case.

Frequently Asked Questions

It is a government issued document that lists the composition of your family in one authenticated record. It contains the Family Register Identification Number, which is the same as your ration card number, the name of the head of the family, the names of all members, each member's relationship to the head, age, date of birth, gender, Aadhaar number, and your present address. It was introduced through G.O.Ms.No. 172 of the Revenue Department dated 25 July 2026 and is issued through MeeSeva with the digital signature of the Tahsildar.

Register on the MeeSeva portal, log in, go to Certificates, then Revenue, and scroll to the bottom of the list where Telangana Family Register Certificate appears as the last item. Enter your Food Security Card number and Aadhaar number, click Fetch Details, verify the family particulars that appear, pay the fee and submit. You can also apply at any MeeSeva centre by carrying your ration card and Aadhaar.

The MeeSeva service page shows the fee as Rs 40 including GST. Several news reports have quoted Rs 62. The Government Order does not state any amount and refers only to prescribed user charges. Check the amount displayed on the payment screen before paying and take a screenshot, or ask at the centre and insist on a printed receipt.

No. The Family Register is built entirely from the Food Security Card database maintained by the Commissioner of Civil Supplies, and your Family Register Identification Number is the same as your ration card number. If your family is not in the ration card database, there is no register entry and therefore no certificate. Get the ration card sorted first.

Any member whose particulars are in the register and who is a major, meaning 18 or above, can apply. It does not have to be the head of the family. A minor cannot apply. A relative whose name is not on the ration card cannot apply on your behalf. One certificate covers the whole family.

Two working days from the date the application is received. The Government Order specifically directs Tahsildars to dispose of applications within this timeline. You download the certificate from MeeSeva once it is approved.

None. This is what makes the service different from most certificate applications. You enter only two numbers, your Food Security Card number and your Aadhaar number, and click Fetch Details. The system pulls the family particulars from the Civil Supplies database automatically. At a centre, carry your ration card and Aadhaar so the operator can enter the numbers correctly.

No. Paragraph 5 of the Government Order states plainly that the certificate shall not be construed as a determination of legal heirship, and that it does not by itself confer, create, extinguish or determine any right, title or interest in any property. If you need to establish heirship, you need a legal heir certificate or a succession certificate. Note that the description on the MeeSeva page uses the phrase surviving member certificate, which appears to be text carried over from an older service and does not reflect what this order says.

No. The Government Order says it does not confer any right for any claim for benefit under government schemes. It records who is in your family. Whether you qualify for a particular scheme is decided by that scheme's own eligibility rules. The certificate can help you prove your family composition when a scheme asks for it, but it does not by itself grant you anything.

They are two separate services that both appear in the Revenue list on MeeSeva. The Telangana Family Register Certificate is the new service created in July 2026, drawing data automatically from the ration card database, needing only your FSC number and Aadhaar number, and carrying an identification number that matches your ration card number. Family Membership Certificate is an older service with its own process and document requirements. Ask for the full name at a centre so the operator opens the right one.

The Government Order does not prescribe any validity period or renewal requirement. The description on the MeeSeva service page mentions limited validity and renewal, but that language appears to be carried over from the older Family Membership Certificate service. If an office asks for a recently issued copy, you can simply apply again, since the process takes two working days.

That member is missing from your ration card. The Tahsildar verifies your application against the Food Security Card database and cannot add anyone who is not in it. Get the member added to the ration card through the Civil Supplies Department process, then apply for the Family Register Certificate again.

The Tahsildar of the mandal shown in the address recorded on your Food Security Card. The application is routed automatically to that Tahsildar's login. You do not choose. This is why an outdated ration card address matters: it decides both which office handles your application and which address is printed on your certificate.

The Family Register Certificate is among the documents that can be produced during the scrutiny of electoral rolls in the claims and objections phase of the Special Intensive Revision, which begins on 10 August. If you have received a notice, apply early rather than close to the date. Treat it as one supporting document rather than assuming a single document resolves the matter, and follow whatever the notice itself specifies.

The MeeSeva call centre number is 040-48560012. Keep your application number ready when you call. Franchisee centres operate 24 hours and government centres from 9:00 AM to 7:00 PM. You can also check progress yourself using Know Your Application Status on the MeeSeva homepage.

Yes. The MeeSeva portal has a language option at the top that switches the site between English and Telugu. At a MeeSeva centre, the operator will assist you in Telugu.
