The EWS Certificate in Kerala is officially called the Income and Asset Certificate for Economically Weaker Sections. Kerala follows a unique system compared to most other states: the certificate is issued by the Village Officer (for state purposes including KPSC exams and state government jobs) and by the Tahsildar (for central government purposes including UPSC, SSC, and national admissions). This two-authority structure is governed by GO(Ms) No. 2/2020/P&ARD dated 12.02.2020 issued by the Government of Kerala.
For all KPSC (Kerala Public Service Commission) exams, the certificate must specifically be in the format prescribed under GO(Ms) No. 2/2020/P&ARD dated 12.02.2020 and must be issued by the Village Officer. For UPSC, SSC, central government jobs, IIT, NIT, and NEET All India Quota, the certificate must be in the DoPT-prescribed central format and issued by the Tahsildar.
Applications are submitted through the eDistrict portal at edistrict.kerala.gov.in, through Akshaya e-Centres across all 14 districts, or offline at the nearest Village Office. The eDistrict helpline is 0471-2525444 and the email is [email protected]. The toll-free number for revenue services is 18004255255.
Eligibility Criteria
To be eligible for an EWS Certificate in Kerala, all of the following conditions must be satisfied:
- You must be a permanent resident of Kerala and belong to the Forward Community (general/unreserved category). You must not belong to SC, ST, or OBC (Other Backward Classes) communities as listed in state or central government notifications
- Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, wages, agriculture, business, profession, rent, and any other source
- Your family must not own 5 acres of agricultural land or more
- Your family must not own a residential flat of 1,000 sq ft or more
- Your family must not own a residential plot of 100 sq yards or more in a notified municipality
- Your family must not own a residential plot of 200 sq yards or more outside notified municipalities
All four asset conditions must be satisfied alongside the income condition. Income is assessed based on income in the last one year from the date of application. Income from all family members is counted together. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years.
Two Issuing Authorities in Kerala
Understanding who issues the certificate and for what purpose is critical in Kerala:
- Village Officer: Issues the EWS certificate for state government purposes. This includes KPSC exams, Kerala state government job applications, state university admissions, CEE (Commissioner for Entrance Examinations) Kerala admissions, and other state-level purposes. The format is prescribed under GO(Ms) No. 2/2020/P&ARD dated 12.02.2020. Multiple confirmed KPSC ranked list notifications from 2024 to 2026 state explicitly that EWS candidates must produce the certificate "issued by Village Officer as per GO(Ms) No. 2/2020/P&ARD dated 12.02.2020"
- Tahsildar: Issues the EWS certificate for central government purposes. This includes UPSC, SSC, central government job applications, IIT, NIT, central university admissions, and NEET All India Quota counselling. The Tahsildar's certificate follows the DoPT-prescribed national format
If you need the certificate for KPSC, apply to the Village Officer. If you need it for UPSC or central admissions, apply to the Tahsildar. If you need it for both, apply separately through the respective channels. A Village Officer-issued certificate will not be accepted for UPSC and a Tahsildar-issued certificate in the state format will not substitute for the Village Officer format for KPSC.
Documents Required
Keep the following documents ready before applying. Each document must be in PDF or JPEG format under 100 KB per file for online upload on the eDistrict portal:

Method 2: Apply Through Akshaya e-Centre
Akshaya e-Centres are Kerala's government-run network of Common Service Centres present in all 14 districts across urban and rural areas. Citizens without internet access or those who need assistance can use Akshaya centres for applying.
- Locate your nearest Akshaya e-Centre. To find one, visit akshaya.kerala.gov.in and use the centre locator

- Documents are scanned and uploaded. Photograph is uploaded
- Pay the government fee of Rs. 15 plus the Akshaya centre's service charge of approximately Rs. 30 to Rs. 50. The government fee is fixed at Rs. 15 regardless of where you apply. The Akshaya service charge varies by centre
- Collect the printed receipt with your Application Reference Number (ARN). Keep this safely for tracking and downloading the certificate
- Once approved, you can download the certificate from the eDistrict portal using your ARN or collect a printout from the Akshaya centre
Method 3: Apply Offline at the Village Office
For the Village Officer-issued state certificate, the offline application goes directly to the Village Office:
- Visit the Village Office in whose jurisdiction your residence falls. Kerala has 1,666 Village Offices across all 14 districts. Your ration card shows which Village Office covers your area
- Collect the EWS Income and Asset Certificate application form from the counter at the Village Office
- Fill in the form with your name, address, family member details, income from all sources for all family members, and details of any land or property owned
- Attach photocopies of Aadhaar card, ration card, income proof, land records (if any), property documents (if any), and passport-size photograph
- Submit the completed form with attachments at the Village Office counter. Provide your mobile number for SMS updates
- The Village Officer examines the submitted documents. A local enquiry is conducted by the Village Officer to verify the applicant's residence, income sources, and land holdings
- After satisfactory enquiry, the Village Officer issues the certificate in the format prescribed under GO(Ms) No. 2/2020/P&ARD. Collect the certificate from the Village Office on the notified date
For a Tahsildar-issued certificate for central purposes, the process is similar. Submit the application at the Taluk office under which your Village Office falls. The Tahsildar issues the certificate after reviewing the Village Officer's report and documents.
Verification Process in Kerala
After submission through any channel:
- The Village Officer receives the application, verifies all submitted documents, and conducts a local enquiry to confirm the applicant's residence, income sources from all declared sources, and land holdings
- Income from the last one year from the date of application is considered. Income Tax Returns from the previous financial year are also considered when relied upon
- After satisfactory local enquiry, the Village Officer issues the certificate digitally signed through the eDistrict system
- For Tahsildar-issued certificates (central purposes), the Village Officer's report is submitted to the Tahsildar who then issues the certificate
Application Fee
The government fee for the EWS certificate through the eDistrict portal is Rs. 15. This applies whether you apply directly on the portal or through an Akshaya e-Centre. When applying through an Akshaya centre, the centre charges an additional service fee of approximately Rs. 30 to Rs. 50 over and above the Rs. 15 government fee. There is no extra charge for downloading the certificate after approval.
Processing Time
The EWS certificate in Kerala is typically issued within 7 to 15 working days of application submission. Processing depends on the Village Officer's local enquiry, which requires a physical verification of residence and income details. Applications with complete and consistent documents where the Village Officer's local enquiry is completed promptly are processed within 7 to 10 working days. If your application is delayed beyond 15 working days, contact the Village Office directly with your ARN or email [email protected].
Validity of the EWS Certificate in Kerala
The EWS certificate is valid for one financial year (April 1 to March 31). It must be renewed every year by applying fresh. For KPSC OTR verification and central exam document verification, the certificate must be valid at the time of document submission. Always check the specific exam notification for validity requirements. For NEET and JEE counselling in June or July, apply for a fresh certificate after April 1 of that year.
