An OBC Community Certificate in Puducherry is an official document issued by the Revenue and Disaster Management Department of the Government of Puducherry. It confirms that the applicant belongs to a backward community notified for the Union Territory. Unlike many other states, Puducherry recognises five backward community categories: Other Backward Classes (OBC), Most Backward Classes (MBC), Extreme Backward Classes (EBC), Backward Class Muslims (BCM) and Backward Tribes (BT). The Government of Puducherry has notified 74 communities across these five categories in its Union Territory list.
Besides the UT list, the Central Government maintains a separate Central OBC List for Puducherry. This distinction matters because the community must appear in the relevant list to claim OBC reservation benefits in Puducherry government services or Central Government institutions.
The Jurisdictional Taluk Tahsildar or Sub-Taluk Deputy Tahsildar-cum-Executive Magistrate is the designated authority for issuing the Community Certificate. Eligible residents can apply through the Puducherry e-District portal or submit their application at the concerned Tahsildar's office. Under G.O. Ms. No. 8 dated 19 March 2025, the OBC/MBC/EBC/BCM/BT Community Certificate carries lifetime validity, subject to the conditions prescribed in the order.
Understanding the Five OBC Categories in Puducherry
The Government of Puducherry classifies notified backward communities into five categories. Each category has its own notification and community list. Knowing the correct category helps applicants identify the certificate applicable to their community.
- OBC (Other Backward Classes): Communities notified under G.O. Ms. No. 9/2001-Wel (SW-II), dated 19 February 2001, and subsequent notifications. Eligible members can claim applicable reservation benefits in Puducherry UT government jobs and educational institutions.
- MBC (Most Backward Classes): A separate category notified under G.O. Ms. No. 27/2004-Wel (SW-V), dated 14 July 2004, and subsequent notifications. It provides targeted benefits to the communities included in this category.
- EBC (Extreme Backward Classes): Communities notified under G.O. Ms. No. 9/2010/Wel./SW-V, dated 28 August 2010. Eligible applicants receive an EBC Community Certificate.
- BCM (Backward Class Muslims): Muslim communities notified under G.O. Ms. No. 8/2010/Wel./SW-V, dated 28 August 2010.
- BT (Backward Tribes): Communities notified under G.O. Ms. No. 5/2009-Wel./SW-V, dated 12 April 2010. This category is separate from the Scheduled Tribes category.

Before applying, check whether your community appears in the list relevant to your purpose. Inclusion in the Central OBC List makes a community eligible for consideration under applicable Central reservation rules. For reservation in Puducherry UT government jobs and educational institutions, the community must appear in the separate UT list notified by the Government of Puducherry.
The two lists serve different purposes. A community may appear in the Central OBC List, the Puducherry UT list or both. Therefore, do not assume that inclusion in one list automatically establishes eligibility under the other.
Eligibility for OBC Community Certificate in Puducherry
Applicants must satisfy the prescribed community and residence conditions to obtain an OBC/MBC/EBC/BCM/BT Community Certificate in Puducherry. The main eligibility requirements are:
- The applicant must be an Indian citizen.
- The applicant must belong to a community notified under one of the five backward categories for the Union Territory of Puducherry.
- The applicant or their forefather must have been an ordinary resident of Puducherry on the prescribed cut-off date, 19 February 2001.
- The applicant must currently be an ordinary resident of Puducherry.
- The applicant must provide documentary evidence supporting their community membership and the family's residence in Puducherry on the cut-off date.
The applicant must establish both the claimed community identity and the required connection with Puducherry. The Revenue Department may examine family records, old residence documents and other supporting evidence before issuing the certificate.
Why 19 February 2001 Is the Crucial Cut-off Date
The Government of Puducherry has fixed 19 February 2001 as the cut-off date for determining eligibility for OBC/MBC/EBC/BCM/BT Community Certificates. This requirement was prescribed through G.O. Ms. No. 15/SWS/2019-20, dated 7 August 2019, issued by the Social Welfare Secretariat.
Under this rule, the applicant or their forefather must have been an ordinary resident of Puducherry on 19 February 2001. Applicants should therefore keep documents that establish their family's residence in the Union Territory on or before this date.
A special verification process applies when the applicant's present residence and the family's residence on the cut-off date fall under different Revenue Villages or Taluks. In such cases, Revenue Officials from both jurisdictions conduct a field enquiry to verify the applicant's residential history.

OBC Non-Creamy Layer Certificate for Government Employment
A Permanent OBC Community Certificate and an OBC Non-Creamy Layer (NCL) Certificate serve different purposes. The permanent Community Certificate establishes the applicant's backward community status, while the NCL certificate establishes that the applicant falls outside the creamy layer under the applicable reservation rules.
Applicants seeking OBC reservation in government employment must obtain the relevant NCL certificate separately. Puducherry provides for two NCL certificate formats:
- NCL Certificate for Puducherry UT Government employment: The Tahsildar verifies the applicant's creamy layer status using the prescribed income and property-related criteria. The authority may also examine the applicant's residential history for the preceding five years. The certificate is issued by the Tahsildar or Deputy Tahsildar.
- NCL Certificate for Central Government employment: Applicants seeking OBC reservation in Central Government posts, Central PSUs and Central educational institutions need the certificate in the prescribed Central Government format. According to the 2025 Government Order, applicants who already hold a Permanent Community Certificate can obtain the Central-format NCL certificate within five days of application, as the authority needs to verify their creamy layer status.
Always check the recruitment or admission notification to confirm which NCL certificate format is required. A permanent Community Certificate alone does not replace the separate NCL requirement where applicable.
How to Obtain a Duplicate OBC Community Certificate
If your original Community Certificate is lost or damaged, you can apply for a duplicate copy through the prescribed procedure. The applicant must submit an application explaining the circumstances of the loss or damage, along with the required supporting documents.
The prescribed requirements include:
- A Non-Traceable Certificate obtained from the concerned police authorities
- An affidavit explaining the facts and circumstances of the loss or damage
The duplicate certificate is issued with the same serial number as the original. The word DUPLICATE is marked in its top-right corner to distinguish it from the original certificate.
Processing Time and Validity of OBC Community Certificate in Puducherry
The Permanent OBC/MBC/EBC/BCM/BT Community Certificate is issued within 60 working days from the date of application, provided the applicant submits complete and correct documents. The concerned Tahsildar or Deputy Tahsildar-cum-Executive Magistrate examines the application and carries out any required verification.
If the application contains incorrect information or lacks required documents, the authority may reject it through a speaking order explaining the reasons for rejection.
Under G.O. Ms. No. 8 dated 19 March 2025, issued by the Department of Revenue and Disaster Management, the OBC/MBC/EBC/BCM/BT Community Certificate carries lifetime validity. The order specifies exceptions relating to a change in religion or the denotification of the community from the relevant backward-class list.
Remember that lifetime validity applies to the permanent Community Certificate. Applicants seeking OBC reservation in government employment must obtain a separate Non-Creamy Layer Certificate as required. The Central Government-format NCL certificate is issued within five days of application for eligible applicants who already hold a Permanent Community Certificate, as stated in the 2025 Government Order.
How to Appeal Against Rejection of a Community Certificate
If the concerned Tahsildar or Deputy Tahsildar-cum-Executive Magistrate rejects your application or you have a grievance regarding the proceedings, you can file an appeal before the Subdivisional Magistrate-cum-Sub/Deputy Collector (Revenue) of the concerned area.
The applicant should refer to the rejection order and follow the prescribed appeal procedure. Include the relevant application details and supporting documents when submitting the appeal.
Community Certificate for Applicants Who Migrated to Puducherry
People who have migrated to Puducherry from another state or Union Territory may also apply for a Community Certificate, subject to the prescribed conditions.
In such cases, the applicant must produce a genuine OBC certificate issued to their forefather by the prescribed authority in the state or Union Territory of origin. The certificate helps establish the family's original community status.
If the issuing authority considers further verification necessary, it may request a detailed enquiry through the concerned state or Union Territory of origin before deciding the application. Applicants should therefore keep their original community records and migration-related documents available.
