Bihar has one of the simplest and most citizen-friendly systems for getting a Caste Certificate in India. The service is completely free. The certificate is valid for a lifetime. And if your application is urgent, you can get it in just 2 working days through the Tatkal service. But Bihar's system is also different from most other states in ways that many people do not know about, which leads to confusion about where to apply and who issues it.
This guide is based on the actual Bihar Right to Public Service (RTPS) framework, explaining exactly how the system works, what forms you need, and how to apply both online and offline.
Who Issues the SC Caste Certificate in Bihar
In Bihar, the SC Caste Certificate (Jati Praman Patra) is issued by the Circle Officer (Anchal Adhikari) at the circle level. This is different from most other states where a Tehsildar or SDM issues it. The Circle Officer is the primary designated public servant for this service under the Bihar RTPS Act.
Bihar offers the SC Jati Praman Patra at three different levels depending on your need:
- Circle Level (Anchal Sthar): The Circle Officer (CO) issues this certificate. This is the most commonly used level for routine purposes such as scholarship applications, college admissions, and general identity proof of caste. Processing time is 10 working days.
- Sub-Division Level (Anumandalasthar): The Sub-Divisional Officer (SDO) issues this, using the certificate already issued by the Circle Officer as the base document. Used when a higher-level certificate is specifically required.
- District Level (Jilastahar): The District Magistrate (DM) issues this at the district level, again based on the existing Sub-Division Officer certificate.
For most purposes, the Circle Officer level certificate is sufficient. Check what level of certificate the specific institution or department you are applying to actually requires before choosing your application level.

Tatkal Service: Certificate in 2 Working Days
Bihar's RTPS system includes a Tatkal (urgent) service for caste certificate. Under Tatkal, the Circle Officer is required to issue the certificate within 2 working days from the date of application. This is one of the fastest timelines for any caste certificate in India.
Tatkal service is available at the Circle Officer level only. You can request Tatkal service when applying online on serviceonline.bihar.gov.in or at the RTPS counter. Carry all documents ready as the process moves quickly under Tatkal.
Application Status and Certificate Download
After submitting your application on serviceonline.bihar.gov.in, you can track its status at any time by logging into your account. The portal sends automatic SMS and email notifications when your application moves to the next stage and when the certificate is ready.
Once the Circle Officer issues the digitally signed certificate, it appears in your online account Inbox. You can download or print it directly from there. The digital certificate is the official valid document and does not require a physical stamp or office visit to collect.
If the Certificate Is Not Issued Within 10 Days
Under the Bihar Right to Public Service Act, the Circle Officer must issue the SC caste certificate within 10 working days. If this deadline is missed without valid reason, you have the right to appeal. The appeal hierarchy is:
- First Appeal: Sub-Divisional Officer (SDO), who must act within 15 working days
- Review: District Magistrate (DM), who must act within 15 working days
You can file your RTPS appeal online through the dedicated appeal portal at rtpsappeal.bihar.gov.in. Keep your application acknowledgement number ready when filing the appeal.
