A residence certificate or domicile certificate is a governmental document that an individual can obtain at the state level to prove the fact that he or she is a permanent resident of a certain state or union territory. The domicile certificate is vital in the state of West Bengal with the aim of availing a broad assortment of services, benefits and schemes. Citizens have permission to seek a West Bengal domicile certificate via the online portal which has made it easy to apply the certificate through the digital governance.

✅ Eligibility Criteria

To get domicile certificate in West Bengal, the applicant should meet the following requirements:

  • An individual should be a permanent resident of West Bengal.
  • The applicant should have been living in the state a minimum of 15 years.
  • Government employees stationed in West Bengal can also apply to their children.
  • The applicant should not hold domicile certificate of another state.
  • Women of different state but married to person which is a resident of West Bengal can also apply.

To apply for the West Bengal Domicile Certificate, the applicants must submit a series of identity and address documents. The documents that are required are:

  • Aadhaar card, Voter id, PAN card or Passport.
  • Ration Card, Electricity Bill or water bill.
  • Land/property certificate, rental contract or residential affidavit.
  • Birth Certificate or School Leaving Certificate.
  • Passport-size Photograph
  • Mobile Number and Email ID.

🖥️ Application Process for West Bengal Resident Certificate

Citizen of West Bengal who wish to apply for the domicile certificate needs to visit West Bengal e-District portal. We have shared steps to apply for the same: -

  • Open the website of the West Bengal e-District. Click on the button of Login/ Sign up and press Register.

  • If you are a first time applicant, then click on Register.
  • Enter the required information like name, mobile number, email ID, and a password. Confirm your account by using the OTP that you received on your registered mobile number.

  • Registered users are required to log in using their credentials. Click on Services/ Certificate Services/Apply Domicile Certificate.

  • Enter personal information in the following form: name, name of father / guardian, gender, date of birth and address. Also, share Aadhaar number and other identification details. To continue with application, select the district and block of application.
  • Attach scanned copy of identity documentation, address documentation and other supporting documentation in PDF/JPEG file format. Check out the information and press Submit.
  • It will create a different Application Number- save it up, to refer to it later.

🔷 Step-by-Step Process to Apply for a Domicile Certificate via Tathya-Mitra Kendra

  • Locate your closest Tathya-Mitra Kendra (CSC) in your block or municipality.
  • These centres serve as service points through which trained operators attend to the citizens with government services.
  • Ask the CSC operator to issue a Domicile Certificate.
  • On your behalf, the operator will be logging into the West Bengal e-District portal.
  • The online application form will be filled with the details of the operator, which will include: Full Name, Date of Birth, Father’s/Mother’s Name, Current and Residence Address, Length of stay in West Bengal.
  • You have to provide photocopies or scanned copies of the documents which are required.
  • The operator will scan the documents and upload them on the portal.
  • The receipt will come with an Application Identification Number (AIN).
  • It will be electronically forwarded to the Sub-Divisional office of the SDO / District Magistrate.

⏱️ Processing Time

  • The average processing time to issue a Domicile Certificate normally takes 7–10 working days.

🧾 How to Check Application Status Online

  • Create an account on the West Bengal e-District website.
  • Click the View status option and then you will have the Track application option.
  • Enter the Application Identification Number (AIN) that was created when application form was submitted.
  • The website will show the current Status of the Resident Certificate application.

📥 Certificate Download Process

  • Open the e-District portal to download the West Bengal Resident Certificate.
  • Go to Download Issued Certificate.
  • Fill in your application/reference number.
  • Obtain a PDF file of domicile certificate.

💰 Application Fees

  • West Bengal Government does not charge any fees from the applicant who applied for a Residence Certificate.
